From Subjective Assessment to Objective Measurement
Jawda, the Abu Dhabi Healthcare Quality Framework, was established by the Department of Health (DoH) as the definitive standard for measuring system-wide performance. However, the true power of quality indicators can only be unlocked when the data feeding them is accurate, timely, and seamlessly collected. ADHDS was entrusted by the DoH to transform Jawda from a manual reporting process into a dynamic, automated, and highly reliable system, leveraging the core of Abu Dhabi’s digital health infrastructure.
The Challenge
The Burden and Inaccuracy of Manual Reporting
Historically, the collection of Jawda KPIs required healthcare providers to manually compile and submit vast amounts of data. This process was not only a significant administrative burden, diverting valuable resources away from patient care, but it was also prone to delays, inconsistencies, and human error. For a regulator, this meant that the resulting quality indexes, including the critical Muashir index, were based on lagging and potentially unreliable information, hindering the ability to make timely, evidence-based decisions.
The ADHDS Solution
Automated Quality Measurement via the HIE
As the operator of Malaffi, the national Health Information Exchange, ADHDS was uniquely positioned to solve this challenge. By leveraging the rich, real-time clinical and demographic data already flowing through Malaffi from the entire provider network, we engineered a solution to automate the Jawda submission process.
KPIs Logic Development
Our health informatics experts worked in close partnership with the DoH to finalize the complex business logic for 98 Jawda KPIs.
Automated Data Extraction
We built automated processes to extract and calculate the majority of these KPIs directly from the trusted data within Malaffi, eliminating the need for manual provider input.
Streamlined Semi-Automation
For KPIs requiring supplementary data, we developed and maintain the logic for intuitive webforms, simplifying and standardizing the submission process.
Powering the Muashir Index
Our work included the automation of 20 critical KPIs that directly contribute to Muashir, Abu Dhabi’s premier Healthcare Quality Index, ensuring its integrity and accuracy.
